TECHICAL SURVEY - TDS Marine & Dry Docking Services

TDS SURVEY WORKS

1. Draft Survey
Draft surveys are used to determine the weight of cargo loaded onto, or discharged from, a vessel. The displacement in water prior and after loading or discharge is measured. By recording the initial displacement of the vessel, prior to loading (or prior to discharge) and then after, the weight of the cargo can be determined.

2. Bunker Survey
The survey is carried out to measure and ascertain the quantity of Bunker onboard at the specific time. Survey report is prepared that states the amount of bunker, usually Fuel Oil (FO) and Diesel Oil (DO), and sometimes Lubricating Oil (LO) is included.

3. Condition Survey
A condition survey is carried out to reflect the actual condition of the vessel at the time of inspection. The purpose of the survey is to ascertain a vessel's condition since it is important that no damages and/or incidents will result from defects on the vessel.


4. On / Off Hire bunker&condition survey
Condition survey - visual inspection of vessel holds, main deck and cargo working areas are performed to identify any damage present prior to the vessel going on/off hire.
Bunker survey - commonly this is done prior to and after a time charter period than mentions as On Hire Bunker (prior) and Off Hire Bunker (after), the Bunker Survey is required to check the amount Bunker transferred or supplied onto the Ship’s Tanks.

5. Pre Purchase inspection survey
To provide the needed information regards on/off hire contract negotiation, financing projects, chartering or change of owner. The survey could be requested including Ultrasonic Thickness Test . The Ultrasonic Thickness Test is a nondestructive survey technique for measuring the thickness of a material from one side, it is a very common used technique for quality control. In thickness gauging, ultrasonic techniques permit reliable measurement of thickness without requiring access to both sides of a part.

6. Valuation Survey
A Valuation Survey is often carried out at the same time as a Pre-Purchase survey and is used to determine the fair market value of the vessel This type of inspection is usually required by Insurance Companies prior to issuing cover and required by Financing and Mortgage Institutions.



Infrared Thermography
The new revolutionary Survey methods to be used to save time and money inthe Marine Industry. IR survey can be done when ship is sailing and engines / equipment is under full load and is the best way of finding malfuncioning equipment onbaoard. IR maintenance surveys when done every 3 months will tell you if any of equipment has increased temperatures, caused by friction, cooling degradation, material loss or blockages, which indicate that you need to overhaul the equipment. IR-Photography is the future marine maintenance system.



Imo Survey and Certification

All ships must be surveyed in ordered to be issued certificates which establish their seaworthiness, type of ship, and so on.

Surveys
Some important resolutions relating to surveys and inspections include:
• A.789(19) Specifications on the survey and certification functions of recognized organisations acting on behalf of the Administration.
• A.746(18) Survey guidelines under the harmonized system on survey and certification.
• A.560(14) Guidelines on surveys required by the 1978 SOLAS Protocol, the IGC Code and the IBC Code
• A.744(18) Guidelines on the enhanced programme of inspections during survey of bulk carriers and oil tankers
• A.794(19) Surveys and inspections of ro-ro passenger ships
• MSC.83(70) Amendments to the Survey Guidelines under the harmonized system of survey and certification (resolution A.746(18)),
• MSC.84(70) Amendments to the Guidelines on surveys required by the 1978 SOLAS Protocol, the International Bulk Chemical Code and the International Gas Carrier Code (resolution A.560(14)),

Certificates
All ships are required to carry certificates that establish their seaworthiness, type of ship, competency of seafarers and so on.
These certificates are provided by the flag State of the ship and may be inspected by port State control officers.
Certificates to be carried on board ships are listed in FAL.2/Circ.87/MEPC/Circ.426/MSC/Circ.1151.
They include (some dependent on type of ship):
• International Tonnage Certificate;
• International Load Line Certificate;
• Intact stability booklet; Damage control booklets;
• Minimum safe manning document;
• Certificates for masters, officers or ratings;
• International Oil Pollution Prevention Certificate; Oil Record Book;
• Shipboard Oil Pollution Emergency Plan;
• Garbage Management Plan;
• Garbage Record Book;
• Cargo Securing Manual;
• Document of Compliance and Safety Management Certificate (ISM Code).



International Register of Shipping - Types of survey

Initial Survey
The initial survey should be held before the ship is put in service. The initial survey should include a complete inspection, with tests when necessary of the machinery and equipment to ensure that the requirements of the certificate are complied with and that the machinery and equipment are fit for the service for which the ship is intended.

Annual Survey
The annual survey should verify that the condition of the ship, its machinery and equipment is being maintained in accordance with the relevant requirements.

Intermediate Survey
The intermediate survey should be held within three months before or after the second or third anniversary date of the IAPP certificate and should take place of one of the annual surveys.
The intermediate survey should be an inspection of items relevant to the certificate to ensure that they are in a satisfactory condition and are fit for the service for which the ship is intended.

Renewal Survey
The renewal survey should consist of an inspection, with tests when necessary, of the machinery and equipment to ensure that the requirements relevant to the certificate are complied with and that they are in a satisfactory condition and are fit for the service for which the ship is intended.
The renewal survey should also consist of a check that all the certificates, record books, operating manuals and other instructions and documentation specified in the requirements of the certificate are on board the ship.
